If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

This competitive procedure for the preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer as part of the request for commercial proposals procedure, which (like the pre-selection procedure of the Contractor itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code.
Thus, the specified procedure does not impose on the Organizer an appropriate amount of civil obligations and reserves the right to refuse all Proposals received for any reason or terminate the selection procedure at any time without explanation, without incurring any responsibility to the Participants.
To participate in the tender, you must send via ETP www.b2b-center.ru the following set of documents:
1. An official letter from a potential supplier (Bidder) about the absence of circumstances preventing participation in the tender, A COMPLETED APPLICATION FOR PARTICIPATION. Consideration of applications without this application is not provided.
2. Documents listed in the Application for Participation to this invitation (only those that have been updated after accreditation)
The validity period of your offer must be at least 180 (one hundred and eighty) days from the date of receipt of your offer. If an agreement is concluded with your company during the validity period of the offer, the validity period of your offer remains unchanged until the obligations under such an agreement are fulfilled.
1. The tender organizer reserves the right to select several winners, dividing at its discretion and without explanation among several potential suppliers participating in the competitive procedure.
2. The Organizer has the right to reject an organization/documentation that does not meet the requirements and forms specified in the notice without explanation and to recognize this documentation and, accordingly, the Applicant, as not meeting the requirements of this competitive procedure.
3. A visit to the facility to get acquainted with the scope of work is desirable (detailed in the Terms of Reference).
4. Conducting a competitive procedure includes bidding directly with filling in all additional fields of proposals. APPLICANTS are being selected based on the provided documentation. The offer must be uploaded before the end date of the auction.
5. Prices should be indicated without VAT and include all Contractor's expenses for the performance of work and/or supplies, and remuneration of the Supplier.
6. Payment will be made in rubles, the standard deferred payment after 60 (fifty) calendar days on the first payment day of the Customer (working Monday and Wednesday) after the completion of the work and the signing of Acceptance Certificates. If it is impossible to confirm the requested payment terms, we ask you to offer your own. Please take into account that any advance payment must be secured by a Bank Guarantee (not welcome). Standard penalties are 2.5% per week.
7. The winner(s) of the auction is approved by the Chairman of the tender committee, based on the results of all aggregate factors (price, deferred payment, availability / absence of advance payment, guarantee, standard Rusagro conditions, deadlines, no obstacles to the execution of the contract, quality and completeness of the documentation provided).
8. All trades for Rusagro counterparties on B2B ETP are free. EDS is not required at the moment.
9. Questions about the Terms of Reference - the Customer's representative, contacts are specified in the Terms of Reference, and / or the section "Responsible person" of this Request for Proposals.
10. The presence at the testing of products in the SBN is carried out by prior agreement. If the participant of the procurement procedure wishes to be present at the testing, he must send an official request to the Contact (responsible) person of this Request for Proposals with an indication of the purpose of arrival via the ETP functionality and / or e-mail.
