The winner of the competition is a company with the minimum price based on the formula, only the K factor changes:
T_ (bas.tn) = (FTI) X 0.7 X 1000 X 0.72+MT/cus X 0.28 + K,
FTI is the average monthly value of ferrotitanium quotation by MetalBulletin, USD/KG for the 2 months prior to the month of shipment;
0.7 — Titanium content in ferrotitan (adjusted according to the actual value according to the quality certificate);
0.72 is the fixed proportion of ferrotitanium in the filler (adjusted according to the actual filling according to the quality certificate);
Rate is the RF Central Bank dollar rate; MT is the average monthly value of price quotes for cold-rolled rub/t sheet according to Metaltorg.ru website for the 2 months prior to the month of shipment; 0.28 - the share of tape in wire (adjusted according to the actual filling according to the quality certificate);
K — costs of production, transportation, etc.

Value (FTI X 0.7 x 1000 X 0.72+MT/cus x 0.28) for April 2020 = 4,228.89

The vendor allows entry only if you agree to the above value formula and the inclusion of a penalty clause in the contract:
In the event that the Supplier has not delivered the Item (or delivered in incomplete) within 15 calendar days after the end of the delivery time specified in the relevant specification to the Agreement, Supplier Obligates to pay the Buyer a penalty of 20% of the value of the undelivered Item by transferring the cash to the Buyer's account. Payment of a fine does not relieve the Supplier from fulfilling its obligations to supply the Goods under the relevant specification to the Agreement."
