Comments: - This one-stage request for proposals is open as a continuation of the request by e-mail on 11/01/2023, to select the source of supply on the B2B-Center Platform electronic trading platform. We ask you to send the final commercial offer with the maximum possible discount. Conducting this request for proposals does not mean that the choice will be made in favor of the winner. The source of supply will be selected based on the decision of the procurement commission of METALLOINVEST Management Company LLC.
- To participate in this request for proposals, it is mandatory to attach a scanned commercial offer on letterhead signed by the manager with conditions strictly corresponding to the proposal submitted to the B2B-Center Platform, indicating the pricing formula for which the price was calculated. If the B2B-Center Platform price differs from the price calculated according to the formula in the letter, the offer may be considered invalid.
REQUIRED PRICE FORMAT: fixed value in rubles per kg of pure vanadium (V-100%), calculated by the formula:
C = (MV - C) x K, where
MV is the arithmetic mean of the upper and lower quotations of MetalBulletin Ferro-vanadium basis 78% min, free delivered duty paid, consumer plant, 1st grade Western Europe, $ per kg V for the quotation period (rounded to the second decimal place).
C - the maximum possible discount.
K is the arithmetic mean value of the USD exchange rate of the Central Bank of the Russian Federation for the quotation period (rounded to the second decimal place).

The calculation formula for uploading a fixed price to the B2B-Center platform (only the discount size changes): C = ($26.23 - C) x 91.17rubles.
The actual price will be recalculated monthly according to the actual quotation period lasting from the 26th of the month penultimate to the month of SHIPMENT to the 25th of the month preceding the month of SHIPMENT (shipment from the shipper's warehouse).
- The quantity of products indicated in the Procured item is indicative, and may differ from the quantity confirmed for Call for Bidding. Also, the quantity confirmed for Call for Bidding cannot exceed the size of pilot/pilot batches for non-industrial suppliers.

If the customs duty is not specified, the offer may be considered invalid.
- REQUIREMENT FOR RESIDENTS OF THE RUSSIAN FEDERATION: sending CONTRACTUAL AND PRIMARY documents through electronic document management.
- THE REQUIREMENT FOR PENALTIES: For violation of the terms of delivery of the Goods, the Supplier pays the Buyer a penalty (penalty) in the amount of double the key rate of the Bank of Russia (per annum), which existed during the period of such violation, from the value of the Goods for each day of delay.
In case of delay in delivery of the Goods for more than 3 (Three) calendar months, the Supplier shall pay the Buyer a one-time fine in excess of the accrued penalty in the amount of 20% (twenty percent) of the value of the Goods not delivered on time.
