Участвовать в открытом конкурсе могут только юридические лица, физические лица, в том числе, индивидуальные предприниматели, СУБЪЕКТЫ МАЛОГО и СРЕДНЕГО ПРЕДПРИНИМАТЕЛЬСТВА (в соответствии с Постановлением Правительства Российской Федерации от 11 декабря 2014 года №1352).

Contract award criteria:
to claim victory in this procedure of the contest and be eligible to enter into a contract with the employer, participant must meet the following qualifying requirements (parameters):
a) must have full legal capacity to enter into and perform the contract (individual-have full legal capacity to enter into and perform the contract) must be registered in the prescribed manner and be relevant existing permit documents approved by the legislation of the Russian Federation, to perform works in the framework of the Treaty.
b) must not be insolvent or bankrupt, in liquidation, on the property of the participant, in part essential to performance of the contract shall not be subject to arrest, economic activity of the participant should not be suspended.
c) a participant must not have arrears on taxes, fees, other compulsory payments to the budgets of the budget system of the Russian Federation for the past calendar year, the amount of which exceeds twenty-five per cent of the balance cost of the assets of a participant purchases, according to the financial statements for the last reporting period;
d) a participant of the contest must be stable financial status:
• Net asset value (NAV) for the last 2 financial years completed must be set > 0;
• The coefficient of proportionality (CWS), which characterizes the commensurability of the amount of the concluded Contract contest with a volume of annual revenues from core activities for the latest completed fiscal year and for the current reporting period completed years, must have a value of ≥ 0.5;
If participants are involved in a procedure, as with the simplified system of taxation, and the participants with the General system of taxation is calculated only the coefficient of proportionality (CWS).

j) Party for the last 24 (twenty four) months including the month opening Competitive bids must not be:
- recognized Party claims PJSC mrsk of North-West, or have entered into legal force court decisions on claims of PJSC «mrsk of North-West» is not in favor of the Party due to failure to perform contractual obligations to PJSC mrsk of North-West» on treaties (contracts, contracts for services);
