Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:• Advance payment in the amount of 50% of the cost of materials and equipment is paid by the Customer within 10 (ten) calendar days from the date of signing by the parties to the agreement.
• Payments for the completed installation work will be made on a monthly basis, based on the amount of work actually performed, which will be confirmed by the Interim Acceptance Certificates of the completed work (form KS-2) signed by the Parties, minus the amount of the advance, proportionally deducted from each account, as well as the amount of the guarantee deduction.
• Payment for commissioning and participation in complex tests involving a fire pumping station will be made by the Customer within 10 (ten) calendar days from the date of commissioning of the installed equipment of the automatic fire extinguishing system and signing by the parties of the relevant Act of Acceptance of the work performed.
Guarantee deduction – the amount retained by the Customer, starting from the first payment for the work performed by the Bidder, in the amount of 3% (three percent) of the amount of work performed. The warranty deduction is subject to return by the Customer to the Bidder after one year from the date of completion of the work in full.
At the same time, in case of non-fulfillment or improper fulfillment by the Bidder of obligations for timely and proper elimination of defects in the work performed, detected within one year from the date of completion of the work in full, the Customer has the right at any time to use the amount of the Warranty Deduction or part thereof to pay for the work performed by the Customer or a third party engaged by the Customer to eliminate defects, admitted by the Bidder.
• Within 5 (five) calendar days after receiving the advance payment (full or partial) from the Customer, the Bidder must issue an invoice to the Customer for this amount. The date of payment is considered to be the day when funds are debited from the correspondent account of the Customer's bank.
The Bidder may make an alternative offer on payment terms.
Delivery terms:Estimated start date: March 01, 2024.
1. Manufacture of equipment; installation work –
no more than 2 months from the date of conclusion of the contract.
2. Commissioning –
within 2 months from the date of completion of installation work (in agreement with the Customer: April – June 2024).
The Bidder must provide a schedule for the execution of works with a detailed indication of their types, stages and terms (periods) of their execution.
Delivery and acceptance of completed works is carried out by the Parties by signing Certificates of Acceptance of completed works (unified form KS-2), certificates of the cost of completed works and costs (unified form KS-3), issuing an invoice by the Bidder.
Upon completion of the work, provide the Customer with the following documents certified by signature and seal:
• working and executive documentation (text part) – in the format ".pdf, .doc"; (schematic, graphic part) – in the format ".pdf, .doc, .dwg";
• statement of works;
• lists of installed devices and equipment, their passports and certificates of conformity;
• documents confirming the quality of the equipment and materials used;
• certificate of acceptance of completed works (unified form KS-2);
• certificate of the cost of work performed and costs (unified form KS-3)
• invoice, invoice.

Visit and inspect the work site at your own expense, as well as take responsibility for obtaining the necessary information (such as, but not limited to, the following: conditions of access to the construction site, transport, delivery of materials and equipment, storage and removal of construction debris, applicable legislative acts and established norms (resolutions of local authorities), volumes and the type of work, necessary fixtures, etc., etc.) in relation to risk, unforeseen expenses and other circumstances that may affect the Offer. Failure to comply with these conditions is solely the Bidder's risk, and does not release from responsibility for any mistakes and omissions made.
• The Bidder should carefully review this documentation, as well as take responsibility for obtaining the necessary information regarding risks, unforeseen expenses and other circumstances that may affect the Offer. • Any clarifications, interpretations or corrections will be sent to prospective Bidders in the format of clarifications via the electronic trading platform (with a copy for all Bidders of the procurement procedure).
• If the Bidder of the Procurement Procedure does not ask any questions regarding the scope, meaning, discrepancies and the like in the Bid Documentation, it will be considered that the Bidder is familiar with the requirements, and no claims will be accepted after the submission of Proposals.
