1. The scope of work is determined according to the Tax Code and includes, but is not limited to: Requirements Specification No. 16_700-08 dated 11/28/2023. "The gasoline processing complex of Slavyansk ECO LLC (3,4 stage of construction). Controller room for OPC facilities (item 700-08) (3rd stage of construction)";

2. Construction and installation works must be performed in accordance with Requirements Specification No. 16_700-08 dated 11/28/2023 for the production of works in full.
3. The proposal must contain the cost of materials and equipment necessary to perform the SMR, taking into account delivery to the facility, and the cost of construction and installation work by the Contractor/Subcontractor in full according to RD. When changes are made, additions to the terms of reference that are not listed in the list are submitted to the winner of the Call for Bidding.
If additional source data or clarifications to them are required, the Contractor shall request the Customer in writing.
4. Delivery of materials is carried out in accordance with the Standard nomenclature dividing list of supply of materials (RVP), products and equipment (Appendix 2) and on the basis of the RVP agreed with the Department of equipment of LLC Slavyansk ECO in accordance with the established procedure. The estimated documentation is developed on the basis of the procedure for determining the price of works. (Appendix No. 1).
5. Term of work:
5.1. Registration and delivery of IRD – 15 calendar days from the date of conclusion of the Contract;.
5.2. Preparatory work, including staff mobilization, organization and arrangement of the construction site – 30 days from the date of conclusion of the Contract;
5.3. Execution of a full range of construction and installation works, including the installation of engineering communications and networks with delivery under the NDP - 18 months.
5.4. The schedule and mode of work is determined by the Contractor, based on the timing of the work (in agreement with the Customer). Work should be carried out during daylight hours. To provide a two-shift mode of operation (in agreement with the Customer).

6. Requirements for the contractor:
6.1. Availability of accreditation in LLC "Slavyansk ECO";
6.2. Availability of a certificate of registration in the SRO with admission to perform construction and installation works at capital construction facilities;
6.3. Resource reference (availability and list of equipment and human resources);
6.4. Availability of qualified personnel, certification personnel with appropriate confirmations - protocols (ITR and workers), including electrical engineering with the 5th electrical safety group and persons responsible for the safe production of work by lifting mechanisms;
6.5. Experience in the construction of similar facilities (confirmed by general contract agreements and Acceptance Certificates of completed works (according to f. KS-11).

Requirements for the commercial offer (Technical and Commercial Proposal sample attached):
Your Technical and Commercial Proposal must necessarily contain information in accordance with the Terms of Reference (Requirements Specification).
The Technical and Commercial Proposal must necessarily contain the following information:
1). The cost of the SMR minus all materials (MAT for RVPs + auxiliary materials).
2). The cost of auxiliary materials.
3). The cost of materials (for reference). The actual cost of materials will be agreed with the MTO at the stage of approval and execution of the contract.
4). Terms of payment.
5). Terms of work.
6). The warranty period for the work performed.
Important:
• Provide a local estimate (EXCEL, Grand ESTIMATE (LSR attached) not lower than version 10, in the database of the Krasnodar Territory (2014 edition)) before the official acceptance of proposals under this procedure, together with the Technical and Commercial Proposal.
• provide a letter of agreement with the terms of the agreement (attached).
• provide an extract from the register of SRO with admission to perform construction and installation work at particularly hazardous capital construction facilities;
• provide resource information (availability and list of equipment, equipment and human resources);
• provide information on the availability of qualified, certified personnel (IT and workers);
• provide experience in the construction of similar facilities (confirmed by general contract agreements and Acceptance Certificates of completed works (according to f. KS-11);
• information about the company, as well as information on the performance of similar works that you carried out earlier (reference list).

That the cost of the basic materials in the estimate documentation the Call for Bidding Bidder indicates for the correct determination of the limited costs, the cost of the MTR is not taken into account when choosing the Winner. After determining the Winner by the cost of the SMR, the Winner coordinates the cost of the main materials with the Customer's MTO service in the RVP format at the time of conclusion of the contract.
The cost of auxiliary materials is indicated separately. If the Winner does not take into account auxiliary materials in the total cost of the SMR at the time of submission of the Technical and Commercial Proposal, in the future auxiliary materials with 0 value in the estimated documentation are not subject to compensation after signing the contract.
