Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

2. The submitted technical and commercial proposal must consist of two parts – technical (Appendix 1-6) and commercial (Appendix 7), certified by the signature of the head with a seal impression. In the technical part, the list and composition of works must be specified and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the TAP can duplicate each other, provided that such documents in the technical part of the TAP will be presented without specifying prices, and in the commercial part with prices. The procedure is 2-stage. To participate in the commercial stage - submission of applications for the technical stage (Preliminary stage 1, fill out Appendices 1-6) is MANDATORY!!!!
Settlement conditions must be determined taking into account the payment day established in METALLOINVEST Group from 01.07.2021 – Tuesday.
3. Before submitting a proposal for the technical part, the Contractor must visit the facility.
4. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If there is a discrepancy between the data in the attached TAP and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TAP will be rejected.
5. It is also necessary to consider the form of the contract (available in the procurement documentation).
6. In case of providing false information, a potential service provider may be suspended from participating in the Procurement, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such a Contract may be terminated. The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after selecting the Winner.
7. METALLOINVEST Group of Companies uses electronic document management (EDI) with its partners and customers in the Diadoc system (http://www.diadoc.ru ) of SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems (the form of the agreement is available in the procurement documentation).

9. Adjustment of the POI and TK is possible. In case of changes to the POI or TOR, the documents will be updated on b2b and additional information will be published in the "Explanations" section.
10. The separation list of materials will be adjusted, including in terms of the purchase of materials in consolidating stores. Additionally, a mailing list will be made. Bidders do not need to contact the consolidator store on their own for pricing materials.
