Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation; this procedure is also not a public tender and is not governed by Articles 1057-1061, Section 2, of the Civil Code of the Russian Federation.
Thus, this request for proposal procedure does not impose on the Customer the corresponding volume of civil obligations. The attached Agreement is not a public offer, however, the terms of the Agreement will be binding on the winner of the auction.
