The offer must be accompanied by:

4. a certificate of a major transaction,
5. an up-to-date extract from the register of SRO members (up-to-date 30 days),
6. consent to the signing of a guarantee agreement for the amount of the advance (if there is an advance).

In the commercial offer, it is necessary to take into account all the conditions and requirements listed in the terms of reference and working documentation, the cost of all basic, auxiliary and other materials (not mentioned in the commercial offer) with delivery, wages, machinery and mechanisms, transport, overhead costs, estimated profit, limited costs, temporary buildings and structures, the need for in advance payment, warranty periods, as well as the possibility of providing a bank guarantee for the amount of the requested advance. The works (including materials) not taken into account in the calculation, including due to an error, are performed by the Contractor without increasing the total cost of the complex of works. All materials used must be certified.

Contract services make up 1.5% of the contract amount and must be included in the total cost of the commercial offer.

The contractor is obliged to visit and inspect the construction site, as well as to obtain all the information that may be necessary to prepare a commercial offer.

This request for proposals procedure is not an offer, an invitation to make offers, acceptance of an offer, or an invitation to participate in a competitive bidding process, and its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation. The Customer is not obliged to conclude any transactions based on the results of the request for proposals procedure, has the right to refuse all received offers (bids) for any reason or terminate the request for proposals procedure at any time without notifying the Call for Bidding Bidders and does not bear any responsibility to the Bidders or third parties to whom such actions may cause losses. The Customer also does not bear any obligation to reimburse Call for Bid Bidders or other third parties for any costs or any losses related to participation in the request for proposals procedure. The Call for Bidding Bidder, by taking part in the request for proposals procedure, confirms that he/she has read and agrees to these terms and conditions.
The organizer has the right to hold the 2nd stage (rebidding). The Bidders who gave the best prices at the 1st stage will be admitted to the 2nd stage. The winner of the procedure will be recognized as the proposal of the applicant who offered the best conditions in accordance with the requirements and criteria of the procedure.

Criteria for evaluation and selection of the proposal:
1. Compliance of the subject of Call for Bidding with the requirements of Glavstroy-SPb Specialized Developer LLC in terms of quality (compliance with the requirements of the Requirements Specification);
2. Results of prequalification selection, accreditation in the system of LLC "Glavstroy-SPb specialized developer";
3. The cost of the offer;
4. Terms of payment;
5. Company reputation;
6. Work experience
