Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:The post-payment is a priority, we are ready to consider the proposals of potential performers of works
Delivery terms:Execution of works in the period of August-October 2023.

Comments:
1) I ask you to send the KP for the repair of the TGM-4B diesel locomotive according to the approved TOR.

2) Relocation of the locomotive to the territory of the contractor is impossible. Node repair on the Customer's territory. If necessary, it is possible to transport large units of the TGM-4B diesel locomotive at the expense of the contractor for repairs on the contractor's territory.

3) Participation in the procedure is free, EDS is not required.

4)Mandatory familiarization with the procurement documentation:
- TK
- approved list of documents item 3, line 1-10.
- counterparty questionnaire required to be filled in
- special conditions to the contract for the provision of services when the contractor is on the main
- link for submitting consent to the NO at the place of registration

5) Mandatory conditions:
- submission of an extended KP for the performance of work in accordance with the TOR, indicating the compliance of each parameter, the timing of work, payment procedure, warranty
- a reference list of the performance of similar works for the period of 21-23 years.
- a set of documents according to the approved list
- completed counterparty questionnaire
- readiness to submit consent and sign the OU when the contractor is on the OSN.

This request for proposals procedure is not a competition, and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate amount of civil obligations on the customer
