Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

"This request for commercial proposals is not an invitation to participate in a competitive bidding
process or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation and/or Federal Laws
No. 44-FZ "On Placing Orders for the Supply of Goods, Performance of Works, and Provision of Services
for State and Municipal Needs", No. 223-FZ "On Call for Bidding of Goods, Works, and Services
by Certain Types of Legal Entities".
The buyer is a commercial organization that does not fall under the
Federal Laws No. 44-FZ "On Placing Orders for the Supply of Goods, Performance
of Works, and Provision of Services for State and Municipal Needs" and No. 223-FZ "On Call for Bidding
of Goods, Works, and Services by Certain Types of Legal Entities."
All actions on request and receipt of commercial offers prior to the
signing of the contract are considered pre-contractual work and do not impose obligations on the buyer
that exceed the obligations listed in the posted terms
of the potential Call for Bidding."
