The form and all conditions of the draft agreement are specified in part 3 "Draft agreement". It is allowed to submit counter offers on the following provisions (conditions) of the contract: it is allowed to reduce the advance payment provided for in clause 2.4 of Section 2 of the Agreement, Part 3 "Draft Agreement" of Volume 1 of the procurement documentation, or refusal of the advance payment. Under other provisions (conditions) of the contract (part 3 "Draft contract" of volume 1 of the procurement documentation) counter offers are not allowed.
At the same time, counter offers on the wording of the terms of the agreement aimed at correcting grammatical and technical errors are not considered, if such are identified by the participant in the draft agreement (Part 3 "Draft Agreement", Volume 1 of the procurement documentation).
