b) cases of non-representation of the contract, if the contract concluded on the basis of the purchase provided for its provision after the conclusion of the contract;
(c) the facts established by law enforcement agencies of providing inaccurate information, which are essential to the decision of the procurement commission to allow a participant to participate in the purchase and/or evaluation of his application, specified by the participant of the purchase in his the application that led to the criminal punishment of the perpetrators;
d) cases of termination of the contract by court order or by agreement of the parties in connection with a significant violation of the terms of the contract by the supplier.

The obligation, completed by the participant of the purchase on Form 1 "Request for Participation in the Purchase" is submitted if the contract is concluded with him until the conclusion of the contract:

A copy of a document confirming a person's authority to sign an application for purchase on behalf of the purchaser (documents confirming the authority of the person acting as sole executive (for the legal entity); if the application for participation in the purchase is signed by proxy, then the application is also granted such a power of attorney). In case the application for participation and (or) documents constituting it are signed by different persons, the documents confirming the powers of those persons to sign the application and the documents being part of that shall be provided for each of the signers;

Copies of government registration documents from the following:
- for legal entities – copy of extract from Unified State Register of Legal Entities;
for sole entrepreneurs – copy of extract from Unified State Register of Individual Entrepreneurs (hereafter – USRIE).
- Extract from ESRLE or USRIE shall be issued not earlier than 6 months (in case any modifications were made – not earlier than such modifications were made to the respective register) before the date of publishing of bidding announcement; provision of extracts generated via http://egrul.nalog.ru/# website is acceptable;
- for other natural persons – copies of documents of identification;
- for non-residents – copies of documents of state registration as the person subject to the civil law as provided by the legislation of the country of residence (with a copy in Russian); as part of the application provided as a hard copy, these documents shall be provided legalized (apostile is acceptable) with translation in Russian signed and stamped by notary;
A document of the right to conduct activities in accordance with the law at the location of the purchaseparticipant and the place of execution of the contract was completed by the participant of the purchase on the form 1 "Request for participation in the purchase".
Non-resident participants shall also provide a short explanatory note specifying:
- legal provisions of the country of residence and (or) of business operations, regulating their legal capacity and the terms of carrying out the business operations relevant to the fulfillment of obligations under the contract to be concluded based on the bidding results;
- name and details (code number and date of adoption, code number and date of the current version) of domestic laws and regulations subject to which non-resident participant conducts his business operations.
The confirmation completed by the purchase member on Form 1 "Request for participation in the purchase" is:
- absence of arrears on taxes, fees, debts on other mandatory payments to the budgets of the russian budget system
(except for the amounts for which deferral, installments, investment tax credit are granted in accordance with the Russian legislation on taxes and fees, which are restructured in accordance with the legislation of the Russian Federation, for which there is a entered into the the court's decision to recognize the applicant's obligation to pay these amounts executed or which are considered hopeless for recovery in accordance with the Russian law on taxes and fees) for the past calendar year, the size of which exceeds twenty Five per cent of the book value of the purchaser's assets, according to the accounting records for the most recent reporting period;
- information on the appeal of these arrears, debts, if the participant of the purchase in due course has filed an application and the decision on such an application on the date of consideration of applications has not been taken.
The confirmation completed by the purchase member on Form 1 "Request for Participation" is:
- The non-location of the purchase participant in the liquidation process (for the legal entity);
- the absence of a decision of the arbitration court to declare him insolvent (bankrupt)

- the absence of the seizure of the property of the purchaseer imposed by the court, the administrative body;
- non-suspension of the purchase participant's activities.
Copies of accounting (financial) statements for the past fiscal year and for the period of the fiscal year (6 months of the current fiscal year/9 months of the current fiscal year) ) and/or other forms of providing data to participants in the purchase of requirements and order provided for by section 3 of the documentation.
