The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Comments:
Dear gentlemen!
This Vendor Pre-Selection Competition Procedure shall be submitted pursuant to the Tender Regulations of the Tender Organizer as part of the Commercial Request Procedure offers which (like the Contractor's pre-selection procedure itself) is not an offer, auction or contest and is not governed by Art. 447-449 of 1 and 1057-1061 h. 2 RF.
Thus, the procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to waive all Proposals received for any cause or terminate the selection process at any time without explanation, without giving any responsibility to the Participants.
To participate in the tender, the following package of documents must be sent through ETP www.b2b-center.ru:
1. A formal letter from the potential supplier (Applicant) stating that there are no circumstances preventing the tender (COMPLETED ANNEX 3). There is no consideration of applications without this annex.
2. Documents listed in Annex 3 to this invitation (only those updated after accreditation)
Your offer must be at least 180 (one hundred and eighty) days from the date you receive your offer. If a contract is entered into with your company during the duration of the offer, your offer will remain unchanged until the obligations under such contract are fulfilled.
1. The tender organizer reserves the right to select multiple winners by dividing at its discretion and without explanation among several potential competitive suppliers procedures.
2. Organization/documentation that does not comply with the requirements and forms specified in the notification, the Organizer has the right to reject without explanation and recognize the documentation, and therefore the Applicant not to meet the requirements of this competitive procedure.
3. Visiting the site to see the volume of work is REQUIRED. You must visit the plant and meet with Customer representatives, and contacts are listed in the Technical Assignment.
4. Competitive procedure involves directly bidding, filling all additional bid fields. Applicants are selected based on the documentation provided. The offer must be downloaded before the trading deadline date.
5. Prices must be reported excluding VAT and include all Contractor's costs for the work and the Supplier's reward.
6. Payment will be made in rubles after 60 (fifty) calendar days on the Customer's first billing day (working Monday and Wednesday) after the work has been completed and the Reception Deeds are signed. If you are unable to confirm the payment terms requested, please offer your own. Please note that any advance must be provided by the Bank Guarantee (not welcome). Standard penalties are 2.5% a week.
7. The winner (s) of the bidder shall be approved by the Chairman of the Tender Committee, based on the results of all cumulative factors (price, deferred payment, availability of /no advance, warranty, Rusagro standard terms, the timing of the work, no obstacles to the execution of the contract, the quality and completeness of the documentation provided).
8. All bidding for Rusagro counterparties on ETP B2B is free. No EDC is required at this time.
