Comments:
A request for proposals is not a bid (contest, auction) or public competition in accordance with articles 447,449 of part 1 of the Civil Code of the Russian Federation and articles 1057 1061 the second Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations set forth in those articles of the Civil Code of the Russian Federation.
The Promoter has the right to refuse to hold the request for proposals at any time before the outcome is taken, and the Customer is entitled to waive the obligation to enter into the contract upon request for proposals.
The participant who has applied with the best conditions must attach the maximum number of documents according to 4.5.2 and r.6 of the PSO Documentation for an early conclusion of the contract. Forms that require third-party applications can be presented as ready.
