The request for proposals is not a bid (contest, auction) or a public contest in accordance with articles 447 449 of part one of the Civil Code of the Russian Federation and articles 1057 1061 of parts the second Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations established by the specified articles of the Civil Code of the Russian Federation.$
The Organizer has the right to refuse to carry out the request for proposals at any time until its results are summed up, and the Customer has the right to refuse the obligation to conclude the contract based on the results of the request for proposals.
The participant who submitted the application with the best conditions must attach to it the maximum number of documents according to paragraph 4.5.2 and p. 6 of the documentation for the early conclusion of the contract. Forms that require third-party registration can be presented as ready.
