This procedure of request for quotations was not trading (competition or auction), and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation, as well as not governed by p. 2 art. 3 sees the Federal Law No. 223-FZ "on procurement of goods, works and services certain types of legal entities". This procedure of request for quotations was not a public competition and is not governed by the articles of part two 1057-1061 of the Civil Code of the Russian Federation. Thus, the procedure of request for quotations does not impose on the organiser of an appropriate level of civil obligations. Based on the results of the request for quotations the customer intends to conclude an agreement with the winner in accordance with the provisions of the procurement documentation and filing a letter of offer
