Comments:
This procurement procedure is not regulated by the Federal Laws of 04.04.2013 No. 44-FZ, of July 18, 2011 No. 223-FZ, is not an offer and does not imply a transaction through an auction or tender, provided for in Articles 447–449 of Part One The Civil Code of the Russian Federation, as well as is not a public competition and is not governed by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation.
The Customer reserves the right to accept or reject any application, as well as terminate the procurement procedure and refuse all applications at any time before the conclusion of the contract, while the Customer will not be liable to procurement participants who submitted applications, and will also not be liable for notification about the reasons for this decision. The procurement participant who submitted the application bears all costs associated with the preparation and submission of its application. The customer is not responsible and does not bear obligations for these costs, regardless of the nature of the procurement or the results of the consideration and evaluation of applications of procurement participants.
