Payment terms:
Advance payment is not provided, final payment upon signing of the certificate of services rendered for a period with deferred payment of at least 30 and not more than 40 calendar days after signing the acceptance documents.
The Customer is ready to consider alternative proposals of the Bidders (including several) regarding the order and timing of payment, which will be taken into account when comparing the proposals of the Bidders.
In the case of a request for an advance payment form, it is required to provide a justification for the purpose of the advance payment by filling out an bid for participation in the procurement procedure (item 5. - form, terms and payment terms).
Delivery terms:
from the date of conclusion of the contract until 12/31/2025
(period of provision of services – 1 month)
Comments: The Bidder of the procurement procedure must meet
the following requirements:
1. The absence of
lawsuits from the Bidder of the procurement
procedure for the amount of claims against the
latter exceeding 25% of the company's equity
(confirmed by the declaration of compliance with
the established requirements by filling in and
submitting the form "Declaration of the Bidder of
the procurement procedure on compliance with the
established requirements" as part of the bid for
participation);
2. Failure to liquidate the Bidder
of the procurement procedure - a legal entity and
the absence of a decision of the arbitration court
to declare the Bidder of the Call for Bidding - a
legal entity or individual entrepreneur insolvent
(bankrupt) and to open bankruptcy proceedings
(confirmed by a declaration of compliance with the
established requirements by filling in and
submitting the form "Declaration of the Bidder of
the procurement procedure on compliance with the
established requirements" as part of the bid for
participation);
3. Non-suspension of the
activities of the Bidder of the procurement
procedure in accordance with the procedure
established by the Code of Administrative Offences
of the Russian Federation as of the date of filing
an bid for participation in Calls for Bidding
(confirmed by a declaration of compliance with the
established requirements by filling out and
submitting the form "Declaration of the Bidder of
the procurement procedure on compliance with the
established requirements" as part of the bid);
4.
The Bidder of the procurement procedure does not
have overdue arrears on accrued taxes, insurance
premiums, fees and other mandatory payments to
budgets of any level or state extra-budgetary
funds for the last completed reporting period, the
amount of which exceeds 25% of the book value of
the assets of the Bidder Called for Bidding
according to the accounting statements for the
relevant period. The Call for Bidding Bidder shall

the specified debt in accordance with the

6. Absence at the time of the Call for Bidding of
effective and not executed court decisions on
improper performance by the Bidder of the
procurement procedure obligations under contracts
(contracts) for the supply of goods, performance
of works, provision of services of the same name
to the purchased goods, works, services (confirmed
by a declaration of compliance with the
established requirements by filling in and
providing as part of the bid for participation of
the form "Declaration of the Bidder of the
procurement procedure on compliance with the
established requirements");
7. The Bidder of the
procurement procedure is not a person whose place
of registration or place of residence or place of
tax residence is the state or territory included
in the list of states and territories approved by
the Ministry of Finance of the Russian Federation
in accordance with subparagraph 1 of paragraph 3
of Article 284 of the Tax Code of the Russian
Federation (confirmed by a declaration of

8. Bidder of
Call for Bidding - a legal entity that, within two

19.28 of the Code of Administrative Offenses of

10. Absence of a conflict of
interest between the Bidder of the procurement
procedure and the Customer, which means cases in
which the head of the customer, a member of the
expert group, a member of the procurement
commission, the person responsible for organizing
the procurement procedure are married to
individuals who are beneficiaries, the sole
executive body of the business company (director,
general director, managing director, president and
others), members of the collegial executive body
of a business company, the head (director, general
director) of an institution or unitary enterprise,
or other management bodies of legal entities -
Call for Bidding Bidders, with individuals,
including those registered as individual
entrepreneurs, - Call for Bidding Bidders, or are
close relatives (relatives in a direct ascending

children, grandparents and grandchildren),

11. The period of state
registration of the Bidder of the procurement
procedure before submitting an bid for
participation in the procurement procedure must be

State Register of Legal Entities provided as part
of the bid for participation").
Other
requirements:
1. The Bidder and the accommodation
facility must meet the requirements established by
the Terms of Reference (Appendix No. 1)
2. As
part of the bid for participation in the
procurement procedure, the Contractor must be
ready to provide the following documents:
Documents confirming the right to dispose of the
placement object (hereinafter referred to as the
property), including a certificate of state
registration of ownership of the property, an
extract of the USRN, title documents,
corresponding powers of attorney for the disposal
of property and other documents;
The consent of
the owner of the property to conclude a contract
for the provision of services, if the Bidder Calls
for Bidding is an authorized representative of the
owner of the property;
Technical and/or
cadastral passports of the BTI for property;
Information about any encumbrances of property,
including encumbrances with collateral or debt
obligations, the presence of legal reservations,
agreements, contracts, contracts, special tax
charges and other restrictions on use (if any);
Certificate of absence of encumbrances of property
(if there are none);
Redevelopment permits (if
any);
Passports for installed equipment and a
permit for its operation (if the presence of these
permits is established by law);
Copies of
existing contracts for the provision of premises
with energy resources (electricity and heat
supply, cold and hot water supply, waste water
disposal (sewerage), acts of delimitation of
balance sheet ownership with indication of
capacities, acts of commissioning;
A certificate
confirming the absence of arrears for utilities on
the object, dated no earlier than 10 days before
the date of submission of the bid for
participation.
In case of non-compliance with the
established requirements, your bid for
participation will be rejected.
The procurement
procedure is an internal procedure for the
selection of Suppliers by the Company and should
not be considered as a competitive bidding process
in the sense of articles 447-449 of the Civil Code
of the Russian Federation, and also is not a
public tender, which is regulated by Chapter 57 of
the Civil Code of the Russian Federation.
LLC
Sanatorium Zapolyarye reserves the right at any
time to refuse to continue conducting this
Procurement Procedure, to change the terms of its
conduct, as well as to refuse to conclude a
contract with a Supplier whose offer is recognized
as the best based on the results of the
procurement procedure.
At the same time, any
expenses related to participation in the
procurement procedure shall be borne by the Bidder
independently, the specified expenses will not be
reimbursed under any circumstances by Sanatorium
Zapolyarye LLC.
Venue of bidding:
This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
