2. Type and scope of work carried out:
The performance of works on cleaning the pipeline and wells of the storm sewer system in the area of the pekosklad of the SPC UCH. No. 1 of JSC "EPM-NEZ" includes
2.1. Removal of blockages, deposits on the inner surface of industrial wastewater pipelines.
2.2. Cleaning the inner surface and removing deposits from wells.
2.3. Characteristics of the pipeline that is the object of work:

3. Description of work on cleaning the industrial wastewater system at JSC "EPM-NEZ":
3.1. Cleaning is carried out in stages (in sections from well to well).
As a result of cleaning, all deposits and dirt on the walls and bottom part of sewer wells and the inner surface of pipelines should be removed. The entire section of the pipeline must be cleaned. The number of cleaning cycles depends on the contamination of the pipeline.
The result of cleaning is the removal of all types of sediments and deposits of petroleum products and mechanical impurities on the inner surface of the pipeline, the walls and the bottom of the wells.
It is mandatory to use the following methods when cleaning pipelines:
- mechanical cleaning (cleaning of the pipeline is carried out with the help of special brushes with metal inserts, which are stretched several times through the existing pipe until it is completely cleaned and deposits are destroyed.)
- hydrodynamic cleaning (cleaning using nozzles, liquid jets for cleaning the walls of pipes with side rotating jets, as well as for the destruction of solid deposits)
3.2. Requirements for technological equipment for cleaning pipelines:
Special equipment used for cleaning pipelines must provide hydrodynamic and mechanical cleaning by methods that do not lead to the destruction of the pipeline.
If it is necessary to depressurize the pipeline, make its subsequent restoration with its own forces and materials. In case of detection of places of destruction or damaged sections of the pipeline, report to the customer in a timely manner.
3.3. Requirements for the execution of works:
Pumping of sediments from wells and pipelines should be carried out with special equipment adapted for conducting this type of work.
All sediment, garbage, pollution formed during washing should be taken to the place specified by the customer.
Ensure timely daily cleaning of work sites, organize measures for the safe movement of people and vehicles in work sites, install warning signs when performing work.
When performing work, it is necessary to use protective equipment (helmet, glasses, overalls, PPE of hands, signal vests with retroreflective elements, special shoes).
It is strictly forbidden to open the manhole covers of chambers and wells on underground structures and descend into them without permission and registration of relevant documents. To lift the well hatch, you should use crowbars with a special tip and a hook. The tip and hook must be made of non-ferrous metal to prevent sparking. It is forbidden to open the lid with your hands. After opening the hatch, before descending into underground structures, the air must be examined for the presence of dangerous gases in it. If they are available, the descent of workers into underground structures is prohibited. The descent into the wells should be carried out with the use of safety equipment, if necessary, use hose gas masks.
3.4. Requirements for personnel performing pipeline cleaning work:
The staff must have the necessary professional knowledge.
Operators of channel washing and silt-pumping machines must provide documents confirming the qualification and the right to operate the specified equipment.

5.1 The contractor must have the necessary production and human resources to perform this work, be a member of a self-regulating organization (SRO).
5.2 To clarify the terms and conditions of work, familiarization with the object, the arrival of representatives of the Contractor to the Customer is mandatory.
5.3 The Contractor in his commercial offer specifies the order of payment for the work and other conditions.
5.4 Certification of the head, ITR and performers on industrial safety and labor protection at the OPO according to Appendix No. 1.
5.5 Ensuring the measures of OT and PB, safe methods of work at the facility.
5.6 Prior to registration of the work permit, the Contractor must provide the Customer with the following documents: copies of documents confirming the presence of a labor protection service and/or a labor protection specialist in the contractor (an order on appointment to a position in the contractor, a certificate of a labor protection specialist) or the existence of a contract with an accredited organization in the field of providing labor protection services.
5.7 Providing warranty obligations for at least 12 months.
5.8 Employees involved in the performance of work must have professional training corresponding to the nature of the performance of work with a mark in a special certificate of training and passing exams in certification commissions.
6. Safety of work production
When performing work, the contractor must comply with the requirements of the following rules:
- rules for labor protection during the operation of electrical installations;
- rules of technical operation of electrical installations of consumers;
- safety rules for hazardous production facilities where lifting structures are used;
- rules for the installation of electrical installations;
- fire safety regulations;
- rules for labor protection when working at height POT RM-012-200;
- the rules of environmental, sanitary and hygienic and other norms in force on the territory of the Russian Federation and to ensure safe working conditions for the life and health of people.
For the production of works, the contractor must pass an introductory briefing. All work performed on the territory of JSC "EPM-NEZ" must be carried out in accordance with the regulations "On the application of work permits for the production of high-risk work at JSC "EPM-NEZ".
Appendix No. 1
The list of documents provided to the department for OT and PB for registration of work permits for the production of works by contractors:
1. A copy of the Certificate (SRO) for the right to perform this type of work.
2. A copy of the instruction on labor protection from the journal of instructions.
3. POR, PPR or RTI (if required).
4. A copy of the protocol of certification of workers on labor protection.
5. Copies of certificates of certification of ITR for labor protection and general industrial safety requirements. When performing work on gas, on pressure vessels, using PS, in electrical installations, conducting fire work - copies of certificates for each type of work.
6. Medical admission of personnel.
7. Copies of certificates of gas-electric welders, slingers, crane operators, lifts (towers). For gas - electric welders-copies of the certification protocols for the fire-technical minimum.
8. Prior to registration of the work permit, the Contractor is obliged to provide the Customer with the following documents: copies of documents confirming the presence of a labor protection service and/or a labor protection specialist in the contractor (an order on appointment to a position in the contractor, a certificate of a labor protection specialist) or the existence of a contract with an accredited organization in the field of providing labor protection services. All employees of the contractor organization, including managers, are required to pass an introductory briefing in the OOTPB and GO (have a document confirming their identity and age with them) When performing work, all employees must have certified clothing, shoes and other personal protective equipment necessary for performing this type of work
9. If the information in the submitted documents is found to be inconsistent with the requirements of regulatory legal acts, the Customer has the right to initiate an audit by the OT and PB service in matters of Labor Protection and Industrial Safety in the Contractor's organization.
Note: in case of expiration of any document, the work permit is not issued until a new document is submitted.
