Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:
1. 90 (Ninety) % of the price of the Goods is payable within 30 working days from the date of delivery of the goods to the Buyer at the place of delivery, provided that by the date of delivery of the goods the Supplier has provided the Buyer with an invoice, the originals of the consignment note and invoices issued in accordance with the requirements of the current legislation of the Russian Federation. In case of violation of the above conditions for the provision of documents, payment for the goods is carried out within 30 days from the date of transfer to the Buyer of all of the above documents.
2. 10 (Ten)% of the price of the goods within 30 working days from the date of signing the acts, performed installation and commissioning works, but not more than 60 working days from the date of delivery.
Delivery terms:
Delivery is carried out on DDP terms, by and at the expense of the Supplier. The products must be new, not used.The packaging of the Goods must ensure the complete safety of the Goods during transportation by all means of transport, including transshipment.

Comments: PJSC "Highest" uses electronic document management (EDO) with its partners and customers in the Diadoc system (http://www.diadoc.ru ) of SKB Kontur company.
Please note that, all other things being equal, preference may be given to the participant of the request for proposals who:
1. Uses the electronic document management system (STANDARD EDI Agreement) or is ready, within 3 calendar days, after informing the organizer of the procedure about the recognition of the winner in the request for proposals, to connect to the EDI system.
2. I am ready within 3 calendar days, after informing the organizer of the procedure about the recognition of the winner in the request for proposals, to familiarize myself and send to the initiator a completed Model Contract of PJSC "Highest", without a protocol of disagreement, which is attached to the documentation of the request for proposals.
3. The consent of the Participant of the request for proposals procedure to open a settlement account in the Lanta-Bank JSCB (JSC) for the purposes of making payments under the contract in respect of which the request for proposals was concluded is a significant advantage in choosing the winner of the trading procedure
This request is not a notice of a tender (public tender) or a public offer and is not regulated by Articles 447 – 449 Part 1 of the Civil Code of the Russian Federation, Articles 1057 – 1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all proposals received for any reason or terminate the selection procedure at any time, without incurring any responsibility to the Participants.
The agreement between the Parties is considered to have been reached only after the signing of the Contract by both Parties, no other actions of the Parties are considered as reaching an agreement on all the essential terms of the Contract and /or are not considered as an offer and acceptance aimed at concluding the Contract.
PJSC "Highest" has the right to choose Offers that have not the lowest price, accept or reject any Offer in whole or in part, reject all Offers with or without explanation, cancel the purchase at any stage, including after choosing the Winner of the purchase. In case of providing false information, a potential supplier of goods, works, services may be suspended from participating in the Purchase.
The bidder must attach a commercial offer according to the Customer's form (Appendix No. 1) with the signature of the responsible person, as well as in an editable format. Quality passport and certificate of conformity for the product. The price offer submitted through the ETP functionality must match the price in the commercial offer.
Venue of bidding:
This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.

Участнику закупки необходимо прикрепить коммерческое предложение и техническое описание Товара с подписью ответственного лица, паспорт качества и сертификат соответствия, договор официального дилера, подписанный экземпляр анкеты и учредительные документы (перечень необходимых документов указан в Приложении № 3)
Внимание:
Технико-коммерческое предложение обязательно должно содержать:
- Коммерческую часть (стоимость Товара, условия оплаты и т.д.);
- Сроки поставки Товара с учетом его доставки до места поставки;
- Срок гарантии Товара;
- Техническое описание, габаритный чертеж, экспликацию здания;
