The procedure of the request for proposals in the B2B-CENTER system is determined by the rules of the B2B-CENTER system and placed on the official website.
Section 8 of the Rules stipulates that the request for proposals is not a bargaining and is not subject to the requirements of articles 447-449 of the Civil Code of the Russian Federation.
The organizer of the request for proposals has the right to choose the winner of the procedure and to complete it by rejecting all incoming offers.
The request proposal organizer determines the winner of the request for proposals on the criteria set. The lowest offered price, when making a request for proposals, does not mean an unambiguous victory in the procedure.
