Comments: This procedure of request for proposals is not a tender, it is not subject to Articles 447-449, Section 1, Civil Code of the Russian Federation; this procedure is not a public tender, it is not subject to Articles 1057-1061, Section 2, Civil Code of the Russian Federation; Thus, this procedure does not impose the corresponding amount of civil obligations on the Customer, and the Customer reserves the right to refuse all the received proposals for any reason, or to terminate the selection procedure at any time, without incurring any liability before the participants.
By submitting an offer (offer) the Supplier ensures that it is a bona fide taxpayer. At the request of the Buyer, the Supplier is obliged to provide the tax statements for the last reporting period certified by the tax authority.
In the event that the tax statements are not available or do not allow to ascertain the integrity of the Supplier with sufficient confidence, the Buyer shall be entitled to request other documents confirming the possibility of the Supplier's compliance with the delivery obligations, including, but not limited to: an extract from the staffing table with the application of copies of employment contracts of persons engaged for execution of works, information on the ownership or on the right of lease: office, warehouse, production premises, equipment/instruments/mechanisms, vehicles.
In case none of the said documents are provided, the Customer has the right to reject the proposal (offer).
