Ranking of bids

5. This request for proposals is not an auction or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. All actions up to the moment of signing the contract with the winner of the competition are considered pre-contractual work and do not impose obligations on the organizer exceeding those listed in the terms of the competition.
