Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

100% payment of the cost of equipment and transportation (including VAT) upon delivery within 30-60 calendar days, subject to the provision of original invoices and shipping documents in accordance with the legislation of the Russian Federation

And also to prepare a technical and commercial proposal (hereinafter referred to as the TP). The TAP must be initialed on every page. The validity period of the TAP must be at least 60 (sixty) calendar days.
At this stage, a request for proposals is being made in order to familiarize the Participants with the TAP, review and identify the most favorable conditions.
Next, the main price stage (rebidding) will be held, to which Participants who have submitted the most favorable offers will be admitted. Based on the result of the rebidding, a decision is made on the expediency of concluding a supply contract.
This request for proposals procedure is not an offer, an invitation to make offers, acceptance of an offer or an invitation to participate in bidding, its conduct is not regulated by Articles 447-449 of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation.
The Customer is not obligated to conclude any transactions as a result of the request for proposals procedure, and has the right to refuse all received offers / applications for any reason or terminate the request for proposals procedure at any time without notifying the Procurement Participants and does not bear any responsibility to the Participants or third parties to whom such actions may cause losses.
The Customer also does not bear any obligations to reimburse the Procurement Participants or other third parties for any costs or other losses associated with participation in the request for proposals procedure.
Thus, this request for proposals procedure does not provide for the fulfillment by the Customer of any civil obligations with respect to the Procurement Participants or to third parties.
