The request for proposals is carried out in two stages: The
first stage is to provide the completed document "Technical part", as well as the documents specified in the file "List of documents". The technical proposal must be certified by the signature of the Supervisor with an impression of the seal. The list and composition of the works must be indicated in the technical part, it is not allowed to specify any information related to the commercial part (total cost, unit rates, payment terms, etc.).
The second stage: provide the completed document "Commercial part". The commercial offer must be certified by the signature of the Manager with an impression of the seal. The commercial offer must strictly correspond to the data specified on the electronic platform. If the data in the attached Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence.
If necessary, separate documents of the technical and commercial parts of the Technical and Commercial Proposal may duplicate each other, provided that such documents in the technical part of the Technical and Commercial Proposal will be submitted without specifying prices, and in the commercial part with prices. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected.
It is also necessary to consider the standard form of the Contract (draft Contract). In case of disagreement with the proposed form of the Contract, when submitting an bid, a protocol of disagreement must be provided.
In case of providing false information, a potential service provider may be suspended from participating in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated. Prepayment will be a cut-off criterion when choosing a service provider in the procedure.

The Company has the right to choose an Offer:
1. Not having the lowest price;
2. Accept or reject any Offer in whole or in part;
3. Reject all Offers with or without explanation;
